The Council of Europe supports the Anticorruption Bureau of Georgia to consolidate its mandate in preventing corruption

The Council of Europe is currently assisting the Anticorruption Bureau of Georgia in consolidating its mandate in the field of corruption prevention, by enhancing the institution’s   corruption risk assessment procedures, as well as by developing a training of trainers’ program.

In close coordination with the Bureau, the project developed a methodology on corruption risks assessment and management within state institutions and local municipalities. The document outlines clear steps for the public institutions to assess corruption risks by identifying vulnerable areas, collecting and analysing data, designing mitigative and preventive measures, and monitoring the implementation of anticorruption measures. The document includes templates for the use of public entities, such as risk registries, samples of checklists for data collection, examples of red flags and risk factors applicable to different sectors. The document takes the form of a general methodology which can be adapted to the specific needs of particular institutions. 

Based on the methodology, the project has also developed Training of Trainers (ToT) program on “Corruption Risk Assessment and Management in the Public Sector” for the representatives of the Anticorruption Bureau. The ToT was held on 28-29 September 2023 and allowed to discuss relevant international standards and practices for identifying, assessing, mitigating and reporting corruption risks. The event aimed at supporting the practitioners of the Anticorruption Bureau to ensure the effective implementation of the developed methodology in public institutions.

The Anticorruption Bureau will use the methodological tools provided by the Council of Europe to assist state institutions and local municipalities in Georgia in undertaking systematic corruption risk assessments by tailoring the methodology to their specific fields of activity. 

This activity was organised in the framework of the project “Consolidating and Enhancing the Institutional and Operational Frameworks for the Prevention and Combatting of Corruption, Money Laundering and Terrorist Financing in Georgia” co-funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III 2023-2027.
