AEC-Albania organised training for financial experts and auditors, representatives of the Institute of Authorised Chartered Experts, who had an opportunity to learn on tools and European good practices for auditing election campaign reports.
This training focused on building the capacities of independent financial experts and auditors on the verification and audit of election campaign funding which for the first time is based on a standardised template submitted by political parties.
The Training program provided a presentation of Templates and guidelines for election campaign reports developed by the Action against Economic Crime in Albania (AEC-AL) and adopted by Decision of the Central Election Commission on 21 April 2017.
Two Council of Europe experts presented and discussed with participants case studies on detecting non-compliance of political party and electoral subject`s obligations to report election campaign funding.
Financial experts and auditors affirmed that this training has raised their awareness on the auditing process and welcomed the recommendation on the use of a checklist in order to check the accuracy and consistency of information and data made available by the electoral subjects and the compliance with legal provisions on reporting requirements. They reiterated that they would take into consideration lessons learnt from the training during the drafting of audit reports.
