Working with Serbian authorities on assessing remaining gaps affecting risk-based AML/CFT prevention

On 25 and 26 September 2023, the project "Preventing Money Laundering and Terrorist Financing in Serbia" organised an assessment visit to Serbian institutions, supervisors of financial and non-financial sector. The primary objective of this visit was to conduct a comprehensive gap analysis in the area of supervisory oversight of both the financial and non-financial sectors, preventive measures applied, as well as to evaluate the sanctioning policies in place. These efforts aim to ensure that Serbian institutions are well-prepared for emerging challenges as well as for upcoming evaluation Moneyval, which will be a crucial milestone in assessing a country's AML/CTF measures.
 
A team of international experts engaged in a series of interviews with supervisors from various obliged entities: National Bank of Serbia, Securities Commission, Administration for Prevention of Money Laundering, Games of Chance Authority, Market Inspectorate, Ministry of Telecommunication, Chamber of Public Notaries and Bar Chamber. On the second day, experts provided a de-briefing session for the authorities, presenting the key findings, identified deficiencies and proposed actions. The assessment mission will be followed by the detailed report, which will further support Serbian authorities to adequately prepare and address any potential gaps still present in the prevention and supervision system.
 
The activity has taken place within the Project “Preventing Money Laundering and Terrorist Financing in Serbia”, funded by the Swedish International Development Agency, and implemented by the Council of Europe.
