Assignment: To provide services for the organisation of the activity to be carried-out under the Council of Europe Project “Continued Support to the Criminal Justice Reform in Ukraine”, funded by the Government of Denmark

Period of provision of services: from 14.03 till 16.05.2016

Activity: Introductory trainings for heads and deputy heads of local public prosecutor’s office to be held in the National Academy of Prosecutors of Ukraine (Kyiv, 81-B Melnykova Street) to be organised with the following schedule:
- Session 1: 14.03-19.03.2016, estimated number of participants - 153 persons;
- Session 2: 28.03-02.04.2016, estimated number of participants - 153 persons;
- Session 3: 11.04-16.04.2016, estimated number of participants - 153 persons;
- Session 4: 10.05-14.05.2016 and 16.05.2016, estimated number of participants – 153 persons.

Description of services: 
- Reimbursement of travel expenses for regional participants;
- Rent of equipment;
- Printing of materials;
- Production of visibility items;
- Delivery of materials and equipment.
Detailed specification of services can be found in the Description of expected services.

Payment conditions: 
The payment for the provision of services will be made by the Council of Europe according to the conditions specified in the service contract to be concluded between the Council of Europe and the selected service provider as follows:
- 30% advance for the provision of services to be paid by the Council of Europe within 20 calendar days after the contract between two parties is signed
- The balance sum shall be payable within 60 calendar days upon receipt of the deliverables of the service contract and its acceptance by the Council and on presentation of an invoice.
- Payment can be made in EUR or UAH currency according to the Council of Europe exchange rate.

Exclusion criteria Potential service providers or bidders shall be excluded from participating in the tender procedure where they:
a. have been sentenced by final judgment on one or more of the following charges: participation in a criminal organisation, corruption, fraud, money laundering;
b. are in a situation of bankruptcy, liquidation, termination of activity, insolvency or arrangement with creditors or any like situation arising from a procedure of the same kind, or are subject to a procedure of the same kind;
c. have received a judgment with res judicata force, finding an offence that affects their professional integrity or serious professional misconduct;
d. do not comply with their obligations as regards payment of social security contributions, taxes and dues, according to the statutory provisions of their country of incorporation.
All bidders shall deliver, when submitting their tender, a declaration on their honour certifying that they are not in any of the above-mentioned situations.

The Council of Europe reserves the right to ask successful bidders to supply the following supporting documents:
a. for the items in a), b) and c), produce an extract from the record of convictions or failing that an equivalent document issued by the competent judicial or administrative authority of the country of incorporation, indicating that these requirements are met;
b. for the items in d), a certificate issued by the competent authority of the country of incorporation.

Eligibility criteria: Service provider’s proven experience in the relevant sphere of the provision of conference services and event management.

Award criteria:
- Service provider’s profile (relevant experience) (30%);
- Offered price for provision of services (70%).
Announcement of results Applicants will informed on results of bidding by e-mail not later than 4 March 2016

Applications: 
Potential service providers willing to apply should submit the offer including the following documents:
- Letter of interest duly signed and stamped by the applicant;
- Proposed budget for the provision of services according to the Description of expected services attached to the call, clearly indicating the all-inclusive price per unit and total price in EUR and UAH currency, taxes included, as well as validity of the offer. The proposed budget should be submitted duly signed and stamped by the applicant and accompanied by the excel format file with calculations;
- Declaration on Exclusion Criteria duly signed and stamped by the applicant;
- Bidder’s profile describing experience in the relevant sphere of the provision of conference services and event management.

Submission of offers: The deadline for the submission of offer is 25 February 2016, 18:00
