Motivation / Methodology
Project Fortress Reinvented began on 1 July 2017 and ended on 31 December 2019. The project lead partner is Šibenik City Museum in partnership with the Municipality of Klis, Municipality of Herceg Novi and Public Institution Zenica City Museum. Total value of the project is 1.310.232,30 EUR, of which 85% is co-financed by Interreg IPA Cross-border Cooperation Programme Croatia – Bosnia and Herzegovina – Montenegro 2014-2020.
The need to develop and diversify tourism offer was recognized as one of the priorities in the programme area. Among other common characteristics, cultural and historical background of the project area was an excellent opportunity for cross-border tourism development. In order to make fortresses attractive for new digital generation, for the first time in those three countries innovative approach was used.
Fortress Reinvented aims at joint development and promotion of existing tourism potential with innovative approach and digital contents in historical fortification monuments in the area of project implementation: St. Michael's Fortress (Šibenik, CRO), Klis Fortress (Klis, CRO), Kanli Tower (Herceg Novi, MNE) and Vranduk Fortress (Zenica, BIH).
Project activities are aimed at achieving the main objectives such as contributing to the development of tourism and preserving cultural and natural heritage together with strengthening and diversifying the tourism offer through cross border approaches.
Obstacles / Barriers
Main obstacles partners faced during the project implementation were delays in the public procurement procedures for the purchase of high-tech equipment for the fortresses which led to delays in the implementation of the project activities. By foreseeing longer period of implementation of the activity, including "buffer periods" (prolonged time periods for procurement procedures) that would enable partners to repeat procurement procedures if necessary, delays can be avoided.
Also, by determining the rules on the planning, implementation and monitoring of procurement procedure and by giving enough time within set deadlines to plan and define criteria and specification of the subject of the procurement, risks and needs for later modifications will be avoided.
Change / Impact
Reviving of cultural and historical heritage in sustainable way with joint cultural cooperation activities enhanced further development and diversification of the cross-border tourism offer. With realization of all project activities, content of four fortress (St. Michael’s, Klis, Kanli Kula and Vranduk) is upgraded in innovative digital way and is more attractive to the visitors that are not usually interested in visiting cultural sites because of the lack of interesting contents. Cross-border cooperation between partner locations strengthen relations and increased the value of rich and unique cultural heritage with an aim to integrate modern technology in historical fortresses
