The objective of the Gori Regional Development Plan was to provide the region with a tool for the implementation of projects and investments that could make a rapid and positive impact on the daily life of the inhabitants and redynamise the region.

The project led to the identification of a limited but targeted number of actions, based on the conclusions drawn in the "diagnosis". They were the first set of strategic responses to specific urgent problems identified in the region, targeting development processes in order to complete the strict reconstruction actions.

The process adopted a pragmatic approach, selecting only actions that could be undertaken immediately and produce rapid operational effects (over a period of 2-3 years). The selection criteria were the following:

  • to be complementary to the reconstruction action carried out by the State (in order to prologue them or in targeting issues not considered before);
  • to be experimental and replicable in order to stimulate other actions that could be part of a more comprehensive regional strategy of development;
  • to be feasible with regard to the existing human and financial resources that could be mobilised by the State of the regional authorities;
  • to respond to an identified concrete situation.
