CyberEast+ : Course for First Responders to cybercrime and electronic evidence for Ukrainian law enforcement

Between 25 and 28 February 2025, in collaboration with the Academy of the Ministry of Internal Affairs of Ukraine, the joint European Union and Council of Europe CyberEast+ project delivered the four-day, full-scale Training of First Responders to Cybercrime and Electronic Evidence for law enforcement officers of Ukraine.

The event brought together academic staff of higher education institutions of Ukraine and representatives of law enforcement units, coordinated by the Ministry of Internal Affairs of Ukraine. Representatives of the Main Investigation Department of the National Police of Ukraine, the Cyber Police, and the Bureau of Economic Security of Ukraine, in attendance, focused on international standards and good practices for countering cybercrime and collecting electronic evidence.

International consultants from the Netherlands and the United Kingdom shared their knowledge on electronic evidence exchange and inter-agency co-operation. The course for First Responders, developed by the Council of Europe, introduced participants to basics of cybercrime, electronic evidence and technology in criminal investigations, as well as tested their practical skills with a computer search and seizure scenario. Participants received recent legislation updates related to the Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol, on enhanced co-operation and exchange of electronic evidence.

Further integration of this essential cybercrime course into the curriculum of the Academy of the Ministry of Internal Affairs of Ukraine is the next logical step, supported by the CyberEast+ project. The project team plans more advanced training sessions on cybercrime and electronic evidence in the upcoming months.
