CyberEast+: Policy makers from the Republic of Moldova discuss the implementation of the Second Additional Protocol to the Convention on Cybercrime

On 20 and 21 March 2025, the General Prosecutor’s Office and the Ministry of Justice of the Republic of Moldova, in collaboration with CyberEast+, a joint initiative of the European Union and the Council of Europe, organised a national workshop on the implementation of the Second Additional Protocol to the Convention on Cybercrime (Budapest Convention). This event builds on the achievements of the earlier trainings from 2024, focusing on international cooperation in criminal matters.

Project partners from the Ministry of Justice, Ministry of Internal Affairs, General Police Inspectorate, General Prosecutor’s Office, National Regulatory Agency for Electronic Communications and Information Technologies and the National Centre for Personal Data Protection examined challenges and opportunities stemming from harmonising the tools of the Second Protocol to the legislation of the Republic of Moldova. The Council of Europe Guide on the Implementation of the Protocol, developed under the CyberSPEX project, served as a basis for the discussions on legislative and regulatory frameworks to be adopted in the upcoming period.  The meeting provided a forum for planning a set of initial requirements and developing an action plan, in view of the successful implementation and further application of the Second Additional Protocol.

This national meeting is part of a broader approach, endorsed by the CyberEast+ project, to enhance international cooperation in line with the provisions of the Second Protocol to the Convention on Cybercrime across the Eastern Partnership region.
