Between 19-21 April 2023, the CyberEast joint project of the European Union and of the Council of Europe, organised the Fourth Regional Exercise in Iasi, Romania. This exercise has concluded the series of training sessions meant to improve interagency co-operation of the relevant law enforcement and criminal justice authorities with cybersecurity experts and other professional communities through improved data sharing and joint investigations.
Council of Europe international experts Terry BAKER, Goran JANKOSKI and Hein DRIES led the training, focusing on the importance of closer ties between professional communities of cybercrime investigators, financial investigators, intelligence officers and cybersecurity specialists.
The objective of this exercise was to analyse key elements of interagency co-operation, including: identifying criminals and assets, establishing synergies between agencies, distinguishing between cyber incidents and cyber threats, dealing with the information flow in a relevant manner, and establishing a legal framework compliant with the Council of Europe Convention on Cybercrime (the Budapest Convention) and its First and Second Additional Protocols. Due to the hands-on nature of the training, participants took stock of practical obstacles, and were informed of best practices for co-operation between CSIRT, law enforcement agencies, and prosecutors.
