CyberEast: Representatives of Eastern Partnership countries examine the role of civil society oversight during EuroDIG 2023

Internet in troubled times: risks, resilience, hope, was the overarching theme of this year’s European Dialogue on Internet Governance (EuroDIG), held on 19-21 June 2023, in Tampere, Finland.   

On the morning of 19 June, law enforcement representatives of the Eastern Partnership region engaged in discussions with representatives of civil society organisations on human rights safeguards and oversight of action on cybercrime. These meaningful conversations stemmed from the public opinion surveys (Cyber Barometer studies) conducted in the Eastern Partnership countries by the CyberEast project at the end of 2021. Participants analysed aspects of trust and cooperation between criminal justice authorities, the private sector entities, and civil society, on the basis of Article 15 of the Convention on Cybercrime (Budapest Convention), which guarantees the protection of fundamental rights and freedoms.

Strategies for a secure and inclusive digital future were further discussed in the pre-session Civil society oversight of law enforcement actions in cyberspace, moderated by Marko Juric and Markko Kuunapu, Council of Europe consultants, in collaboration with Franziska Klopfer, Principal Programme Manager, Europe and Central Asia Division at the Geneva Centre for Security Sector Governance (DCAF).

On this occasion, Patrick Penninckx, Head of the Information Society Department at the Council of Europe, emphasised the pivotal role of protecting human rights, the rule of law, and democracy in the digital age, according to the safeguards of the Convention on Cybercrime (Budapest Convention).
