GLACY-e: Awareness raising workshops for legislators and service providers on the Second Additional Protocol to the Convention on Cybercrime

Between 7 - 8 April 2025, the GLACY-e joint project of the European Union and the Council of Europe, organized two workshops on the Second Additional Protocol (2AP) to the Convention on Cybercrime in Santo Domingo, Dominican Republic.

In the workshop dedicated to legislators approximately 60 participants, members of the Chamber of Deputies and the Senate, gained insights into the Second Additional Protocol.  Similar workshop was organised for the representatives of service providers.

The workshop was an opportunity for legislators to strengthen their understanding of the Protocol’s practical implications for cross-border access to electronic evidence in criminal investigations, direct cooperation with service providers and entities in other Parties, and tools for a speed up international cooperation between criminal justice authorities.

Additionally, service providers enhanced their knowledge on the key provisions of the 2AP with direct implication for them, namely request for domain name registration, disclosure of subscriber information, and giving effect to orders from another Party on subscriber information and traffic data.

The relevance of these workshops comes in the context of the discussions in the Congress about the draft legislation on cybercrime, for updating the existing Law 53-07 of 2007.

The Council of Europe, through the GLACY-e project, will continue to support Dominican Republic in strengthening its cybercrime legislation and international cooperation efforts.
