Rwanda becomes the 78th Party to the Convention on Cybercrime and accedes to the First Protocol

On 10 January 2025, Rwanda deposited the instrument of accession to the Convention on Cybercrime (ETS 185), as well as its Additional Protocol to the Convention on cybercrime, concerning the criminalisation of acts of a racist and xenophobic nature committed through computer systems (ETS 189).

The Council of Europe will continue to support Rwandan authorities in advancing further reforms of domestic legislation to facilitate the implementation of the Convention on Cybercrime.  

With Rwanda's accession, 78 States are now Parties, two have signed it and 15 have been invited to accede to the Convention.
