On 28-30 January the GLACY+ Project joined forces with the Cyber4Dev Project of the European Union and conducted an initial scoping mission in Congo Brazzaville. The aim of the activity was to identify priorities and needs of national institutions in the areas of: cyber security and cyber resilience (Cyber4Dev), cybercrime and criminal justice international cooperation (GLACY+).
The high level meeting, attended by all the relevant stakeholders in the field, was opened by the Minister of Posts, Telecommunications and Digital Economy of the Republic of Congo, Hon. Leon Juste IBOMBO, who informed that the country has passed in the end of 2019 a whole package of new laws, regulating cyber security, data protection, cybercrime and electronic transactions.
The Minister highlighted the need to strengthen competencies and skills of national authorities on these topics in order to also ensure the swift implementation of the new laws.
In this context, the Minister also announced the intention of Congo to accede to the Budapest Convention and benefit from the attached capacity building programs, such as the GLACY+ project. The pilot role that Congo could play in the Central African region was also highlighted.
Laws of Congo have been drafted following the models endorsed by the Economic Community of Central African States (ECCAS), which take into account the relevant regional and international standards in the field, such as the Malabo and the Budapest Conventions.
