Octopus Conference 2025

Organised in cooperation with the Presidency of Malta in the Committee of Ministers of the Council of Europe
(May – November 2025)
Held every 12 to 18 months by the Council of Europe, the Octopus Conference constitutes one of the biggest and finest platforms of exchange in cybercrime gathering experts from more than 100 countries, international organisations, private sector and academia.
The conference will provide an opportunity to interface for cybercrime experts from public and private sectors as well as international and non-governmental organisations from all over the world. High-level interventions are envisaged.
The conference will also include an area where projects, partners and other initiatives will have the possibility to showcase their work. Should you wish to do so, please reach out to the Conference secretariat.

Practical details
- Working languages: the working languages of the conference are English, French and Spanish.
- Visa: kindly note that visa arrangements are the traveler’s responsibility.
- Venue: the conference will take place in person and online through a dedicated platform. Participation is free of charge but subject to registration. Interested stakeholders are invited to register until 30 April 2025.
- Venue for in person attendance: Council of Europe / Palais de l'Europe.
- Livestreaming will be ensured and available on this webpage.
- Getting around Strasbourg: local transport & useful contacts
- Access to the Council of Europe premises and registration: badges will be distributed at the entrance of the building on the first day of the Conference upon presentation of a valid ID or passport
- Accommodation: more details to be announced shortly
- Meals: Coffee breaks will be provided during the conference. Participants are responsible for their own lunches. A cafeteria and restaurant are available on-site at the Council of Europe. On 4 June, evening reception will be hosted by the Presidency of Malta (foyer of the Hemicycle).
- COVID-19 protocols: The Council of Europe Covid self-declaration form is no longer required. However, please contact the organisers promptly should you find yourself in any of the following situations: you tested positive for COVID-19; you present symptoms (such as sore throat, cough, cold symptoms) even if mild; you have been in contact with a confirmed case of COVID-19 within the past 7 days.
