Venice Commission
The freedom of religion or belief is a fundamental right, recognized in international instruments1 and in OSCE commitments.2 International standards specify that everyone will have the right to freedom of thought, conscience and religion.3 This right includes the freedom to manifest one’s religion or belief, either alone or in community with others, in public or in private, through worship, teaching, practice and observance.
