Stepping up student and staff mobility through better implementation of the Lisbon Recognition Convention

The possibility for students to study abroad has been recognised as an essential element of European integration since the foundation of the Council of Europe in 1949. Within the Council of Europe, several international treaties were elaborated in this field. 

In 1997 the joint Council of Europe/UNESCO Lisbon Recognition Convention entered into force. Today, with over 56 contracting Parties, this Convention is one of the most ratified among the Council of Europe legal instruments. 

At the end of 2022 the second monitoring report on the implementation of the Lisbon Recognition Convention was published. 

So, where are we know? Has it become easier for students to study abroad and have their qualifications recognised? Do they get all the needed information on the higher education systems of other countries? What about the automatic recognition of qualifications, will it replace the Convention? Can we trust transnational education providers? Where are we with the digitalisation of the recognition process?
