On 5 December 2023 the Chair of the Steering Committee for Education held an exchange of views with members of the European Commission against Racism and Intolerance (ECRI).  

In her address, Maija Innola emphasised the crucial role of education in promoting democratic participation. The Council of Europe 2030 Education Strategy “Learners First” provides a vision of empowering every learner to exercise their rights and responsibilities as active citizens in diverse European societies. The address highlighted key initiatives like the Reference Framework of Competences for Democratic Culture and the European Qualifications Passport for Refugees. The Chair brought attention to the Romani-Plurilingual Policy Experimentation, an initiative which aims to use Romani language and culture to enhance the educational inclusion of Roma pupils. The Council of Europe’s commitment to educating about the Holocaust as a means to combat antisemitism, racism and intolerance was also underscored, aligning with ECRI’s objectives. 

Looking ahead, the Council of Europe Education Department is preparing for the 2025 European Year of Digital Citizenship Education, focusing on fostering digital literacy and ethical online engagement. The Education Department aims at a human rights- based digital transformation in education systems. 

The Chair concluded her remarks by reminding everyone that education is the most potent tool for building a democratic culture, equipping the youth with the necessary skills, values and knowledge for active societal participation, aligning with ECRI’s broader goals of promoting human rights and combatting intolerance across Europe.
