The conference "Academic Freedom in Action”, scheduled to take place on 13-14 November 2024 in Strasbourg, will highlight the democratic mission of higher education and the importance of protecting and promoting academic freedom, ensuring that higher education remains a cornerstone of democracy and critical thinking.
Higher education plays a vital role in strengthening democratic societies and achieving a truly democratic future for all citizens. The Council of Europe has been a steadfast advocate for the democratic mission of higher education, promoting an environment that encourages critical thinking, democratic culture, social responsibility, and active citizenship. Universities are crucial in addressing global challenges such as climate change, sustainable development, migration, inequality, extremism, and democratic deficits.
A strong culture of democracy is essential for its defense. Public debates, academic studies, and practical experiences in member states indicate that academic freedom has been under significant pressure over the last decade. The Council of Europe’s new project, “Academic Freedom in Action,” aims to safeguard and promote academic freedom, ensuring that higher education remains a bastion of democracy and critical thinking.
The launch event, "Academic Freedom in Action," will feature five panels, including:
1. Presentation of the Report on Threats to Academic Freedom.
2. A Panel Discussion on Academic Freedom and Fundamental Values of Higher Education through the Prism of Human Rights, organised with the European Court of Human Rights.
3. A high-level panel on Academic Freedom in Politically Charged Times.
The conference will bring together representatives from public authorities, higher education institutions, international organisations, higher education partner organisations such as the European University Association (EUA), European Students’ Union (ESU), human rights defenders like Scholars At Risk (SAR), and other academic and student representatives.
