Towards a Digital Citizenship Education Curriculum Framework

The Bureau of the Education Committee is set to hold a crucial discussion on the recently conducted feasibility study for a Digital Citizenship Education (DCE) curriculum framework in Strasbourg on January 30, 2024. This meeting marks a significant step in the Council of Europe's initiative to integrate DCE into the education systems of its member states.

The feasibility study, aligned with the Council of Europe's Education Strategy 2024-2030 “Learners First”, explores the potential of a common curriculum framework that focuses on equipping young Europeans with the necessary skills and knowledge to navigate the digital world responsibly and ethically. The forthcoming discussion by the Bureau aims to address key findings and recommendations from the study, paving the way for the European Year of Digital Citizenship Education in 2025.

Digital Citizenship Education Curriculum Framework is an innovative approach to education that extends beyond traditional digital literacy. It encompasses a broader spectrum, focusing on active and ethical participation in the digital world, with an emphasis on democracy, human rights, and the rule of law. The proposed framework addresses varied educational needs and offers flexible, adaptable content that is regularly updated to keep pace with technological advancements.

This meeting comes at a time when digital technology plays a pivotal role in everyday life, making DCE more relevant than ever. The framework's focus on blending technical skills with civic awareness and ethical considerations is a response to the challenges and opportunities presented by the digital age.

One of the key challenges highlighted in the study is the variation in the implementation of digital education across different member states. The meeting will examine further the strategies for overcoming these challenges, ensuring a cohesive and comprehensive approach to DCE across Europe. Additionally, the discussion will cover the need for increased awareness and understanding of DCE among educators, parents, and policymakers, as well as addressing resource constraints.

The Bureau's discussion is expected to lead to recommendations on the broad implementation of the DCE framework in national education systems, emphasizing the need for ongoing support and development. The initiative aims to prepare Europe's youth not just for digital proficiency but also for informed and responsible digital citizenship, in line with the Council of Europe's commitment to promoting democracy, human rights, and the rule of law.
