EduTalk@CoE on Transnational Education: Challenges and Opportunities for Academic Integrity and Quality Assurance

On 1 April 2025, the Council of Europe hosted an EduTalk@CoE on Transnational Education: Challenges and Opportunities for Academic Integrity and Quality Assurance.

This EduTalk aimed to explore how institutions can maintain academic integrity and quality while expanding transnational education opportunities in an increasingly globalised world.

The invited speakers elaborated on their experiences and approaches related to transnational education from three different, but complementary perspectives by discussing the following questions:

  • How can stakeholders create a culture of quality assurance and academic integrity in Transnational Education (TNE)?
  • What challenges arise from the lack of standardisation in vocabulary, structures, and frameworks when institutions attempt to cooperate?
  • How can universities address the amplified challenges to academic integrity posed by artificial intelligence in TNE contexts?

Key conclusions from the discussion highlighted that a more strategic approach to TNE is needed, with greater awareness of different tertiary educational models. The speakers emphasised that unity is integral to the solution, recommending more harmonious terminology, smoother transitions between program design and implementation across countries, and the creation of a more cohesive TNE framework building upon successful regional strategies.
