05 - Electoral campaign
Election campaigns are the culmination of the contest between candidates and parties. Fair access to media and social networks and fair funding are essential preconditions for a democratic election and for voters to form their opinions freely.
Information Society Department:
- The department addressed the problem of election interference via malicious cyber activities against computers set standards on data used in elections and election campaigns, including the guidelines.
Group of States Against Corruption (GRECO):
- GRECO monitors compliance with Council of Europe’s standards on transparency of election and party financing.
Congress – Observation of Local and Regional Elections:
- The Congress observes the electoral campaign, reports back in election observation reports and follow up reports on recurring and transversal thematic issues and post-electoral dialogue
Parliamentary Assembly – Election Observation and Interparliamentary Co-operation Division:
- Electoral campaigns are observed during missions for parliamentary and presidential elections, as well as referendums.
European Commission for Democracy Through Law (Venice Commission):
- The Venice Commission has produced guidelines on media analysis during election observation missions, on political party regulation and a report on election dispute resolution .
