Countering misuse of administrative resources in electoral period: e-learning course

The representatives of the Centre for Continuous Electoral Training of the Republic of Moldova (Training Centre) and the Council of Europe anti-corruption expert engaged to developed an e-learning course on countering misuse of administrative resources in electoral periods gathered in a visioconference held on 9 March 2021.

Best international and national practices, the Council of Europe toolkit on Countering misuse of Administrative Resources in Electoral Campaign, the Venice Commission recommendations in that regard, and national baselines documents were discussed.

Dr. Doina Bordeianu, Head of the Training Centre underlined that developing this e-learning course, brings out a practical contribution in fighting against the cases of vote buying, unauthorised voters transportation, use of service cars and public venues in the Republic of Moldova pointed out as recurrent issues by different election observation missions on one hand. On the other hand, the Council of Europe expert invoked unclear Moldovan legislation regarding what is to be considered as an administrative resource banned to use by electoral contestants and being a subject of punishment.

Anyone, whichever is a beginner observer, a representative of political parties, a citizen, interested to know how to identify and prevent misuse of administrative resources will be able to enhance their relevant knowledge by accessing the course which will be accessible via e-learning platform run by the Training Centre. It is foreseen to be uploaded onto e-learning platform by the end of March 2021.

The e-learning platform was re-engineered in 2020 with the Council of Europe expert assistance and now offers a variety of courses online, which is a real boon in the COVID-19 pandemic situation.

The activity is funded and implemented by the Council of Europe within the on-going project “Improving electoral practice in the Republic of Moldova, Phase II”.
