Training on “Financing of electoral candidates and  the legal liability” for law-enforcement bodies

The training on “Financing of initiative groups and electoral contestants. Legal liability for breaches of electoral law” was conducted to improve knowledge and unify practices of the Moldovan judges, prosecutors, police officers and staff of the National Anticorruption Centre both with regard to investigation into, and settlement of, financial violations during on-going electoral period (General Local Elections scheduled for 5th November 2023).

Mr. Marius Ciprian TOTH, deputy head of the Council of Europe Office in Chisinau, stated in his welcoming address “It is the first time when the Council of Europe Office and the main national partners in the electoral field - the Central Electoral Commission of the Republic of Moldova, the National Institute of Justice - joined efforts together with colleagues from the USAID and UNDP Moldova to organise such a training on the eve of a nationwide electoral campaign. In my opinion such training, a few weeks before the election campaign, is welcome and timely. Especially in this election: the first at national level since the adoption of the new Electoral Code, and given the number of novelties it contains, contributing to strengthening the efforts of the Moldovan authorities in the fight against illicit financing of political parties and electoral campaigns.”

Among other topics, around 50 participants benefited from the presentations and expertise of the Council of Europe consultant Eirik HOLMØYVIK (on-line), Norwegian member of the Venice Commission, with regard to international baselines and practices on financing political parties and electoral campaigns.

The training was organised in the framework of the Council of Europe Project Improving Electoral Practice in the Republic of Moldova, Phase III, in partnership with the Central Electoral Commission of the Republic of Moldova, the National Institute of Justice and the development partners – UNDP Moldova and USAID.
