Date of birth: 19th of November 1964 (Stavropol, USSR)

1982 – finished school with golden medal;

1987 – graduated from Stavropol Polytechnic Institute as engineer-economist, diploma with honors;

1987 – moved to Leningrad, Saint Petersburg at the present time (Russian Federation).

1987 – 2002 – was working in banking sector of St. Petersburg (Commercial bank “Petrovsky”, later – PLC “Petrovsky narodniy bank”), since 1992 – senior positions, since 1994 – consistently led several branches of PLC “Petrovsky Narodny Bank”.

With the participation of E. Goloulina development and implementation of the largest regional project for the creation of a network of post-banking branches and transformation of citizens’ pension payment from the status of postal order to bank account was made.

Implementation of banking services to the consumer segment 60+ was attended with creation and implementation of social bank products of universal character, which leaded to development of number of projects, implemented in conjunction with public authorities.
Since 1995 E. Goloulina was representative of the bank in the interdepartmental regional working group of the project “Citizen Card”, realized together with the Committee of Economics and Industrial Policy of St. Petersburg. Result of the project was creation of the Population Register of St. Petersburg and range of branch information resources, which allowed to hold up in current status and aggregate population information for state’s planning and forecasting.

Since 2002 to 2010 E. Goloulina was working in government of St. Petersburg as Deputy Chair of the Committee for Economic Development, Industrial Policy and Trade. Under her leadership and direct participation a body of laws of St. Petersburg, constituting a system of state planning, governing the preparation and approval of long and medium-term planning documents, target and investment programs was drafted and adopted by the regional parliament.

Since 2005 to 2010 E. Goloulina combined work in Government with international activity, she was a member of the Russian Federation delegation in the European Conference of Ministers responsible for spatial planning (CEMAT) of the Council of Europe and a member of Senior Officials permanent working group.

In 2008, the period of co-chairing of Russia in CEMAT, acting as a Chairwoman during working session in St. Petersburg (September, 2008). The goal of interaction was the organization of cooperation between governments, professional and regional business-communities of member-nations, aimed at development of the integrational process, elaboration of the conceptual construct and common methodological approaches for standardization of typology and assessment of the level of development of various regions, description of sustainable development and approaches to the choice of long-term strategies for the development of regions in the light of geographical, cultural, historical and landscape features.

Promotion of non-governmental principles of cooperation: the organization of network (professional and regional) associative interaction through collective participation.

In the period from 2010 to 2018 held the positions of top manager in the field of economics and finance in regional and national holding companies.

Since 2018 – Deputy Director of the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States(IPA CIS IIMDD).

Official duties of E. Goloulina as IPA CIS IIMDD Deputy Director:

analyzing of electoral legislation and production of recommendations for elections observation;

informational and analytical support of the work of the IPA CIS monitoring groups on elections and referendums observation in the IPA CIS Member Nations as well as in other countries on the basis of invitations from states’ authorities;

conducting of the conferences, seminars, roundtables holding on a regular basis with participation of the Chairmen and members of the Central Election Commissions of the IPA CIS Member Nations and other countries; parliamentarians, electoral legislation experts, representatives of international organizations;

maintain cooperation with international organizations as the European Commission for Democracy through Law of the Council of Europe (Venice Commission), the Association of European Election Officials (ACEEEО), the Office for Democratic Institutions and Human Rights (OSCE / ODIHR), the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA) and improving of collaboration in various fields;

providing of further extension of cooperation with Central Election Commissions of the CIS Member Nations and CECs of other countries;

control on publishing and distribution of brochures, digests and the monographs which are dedicated to monitoring compliance with international electoral standards and the development of democracy in the IPA CIS Member Nations;

coordinating of IPA CIS IIMDD branches’ work.
