The Parliamentary Assembly of the Council of Europe has today published the 10th report of the Secretary General on the application of the European Charter for Regional or Minority Languages. The report covers three consecutive years (2018-2020) and highlights the improvements that were made to the monitoring mechanism in 2018 and implemented since 2019. The Secretary General identifies the sustainability and effectiveness of the reformed system as the main challenge between now and 2024. She reiterates that the Charter remains the only legally binding instrument that protects regional or minority languages in Europe and underlines the challenges met by these languages amid the exponential growth of information and communication technologies and artificial intelligence in education, media, culture, public administration and economic and social relations.
The European Charter for Regional or Minority Languages is the European convention for the protection and promotion of languages used by traditional minorities. Together with the Framework Convention for the Protection of National Minorities it constitutes the Council of Europe's commitment to the protection of national minorities. The implementation of the Charter is monitored by a committee of independent experts. (more…)
