Social Rights

A delegation of Ukrainian officials headed by the First Deputy Minister of Social Policy of Ukraine, Dariia MARCHAK, will be in Strasbourg from 4 to 7 July 2023 for a visit organised in the framework of the Council of Europe Project “Enhanced social protection in Ukraine”. The project aims to ensure that people from vulnerable groups in particular and the war-affected population more generally enjoy improved levels of social rights and social protection. It provides support to the Ukrainian authorities with a view to aligning the policy and legislative framework on social rights with European standards, including the European Social Charter and the case law of the European Committee of Social Rights.

The participating officials, which represent the Ministry of Social Policy of Ukraine, the Office of the President of Ukraine, the Secretariat of the Ukrainian Parliament, the Commissioner for Human Rights and the Ministry of Justice of Ukraine, are involved in the preparation of a new Ukrainian Social Code. The new Code should become the main legal act in the field of social protection and social insurance in Ukraine, while reflecting European social values and European social standards. The Code would launch social reform and enhance social rights protection, having regard to social justice objectives and non-discrimination, and respond to current needs and problems due to the war against Ukraine.

In this context, the Ukrainian delegation will meet with the members of the European Committee of Social Rights to discuss best practices of implementation of Articles 12, 13 and 14 of the European Social Charter (ESC) in the member States and to present the new vision for social protection and social insurance proposed to be implemented in Ukraine taking due account notably of ECSR case law.

The delegation will also meet with the Council of Europe Department of Social Rights and the Department of Execution of Judgements (ECtHR), as well as with representatives of the French national authorities responsible for social protection and social insurance.
