Albania: Round table on addressing school segregation of Roma children

On 28 January, the Department for the Execution of Judgments participated online in a hybrid roundtable on the implementation of European Court’s judgment in X and Others v. Albania. This case concerns the authorities’ failure to implement desegregation measures in the "Naim Frashëri" elementary school in Korça attended almost exclusively by Roma and Egyptian children.

Representatives from the Albanian government, local authorities, civil society organisations and the Commissioner for Protection from Discrimination came together in Korça to discuss possible solutions. The discussions focused on a feasibility study on the situation of the “Naim Frashëri” school recommending desegregation measures and referring to similar challenges in other Albanian schools, such as in Berat.

The Department drew the participants’ attention to the decisions adopted by the Committee of Ministers in December 2024, requesting concrete and decisive measures to address segregation and information on the progress achieved by June 2025.

Participants agreed to enhance domestic coordination for the follow-up of the implementation of the Court’s judgment and to have another meeting by the end of March 2025 to agree on concrete solutions for the “Naim Frashëri” school, in line with the National Action Plan aimed at eliminating segregation in Albanian schools.

The Committee of Ministers will examine the progress achieved in the implementation of the X and Others judgment at its Human Rights meeting in December 2025 at the latest.

This activity was organised in the framework of the actions “Advancing the protection from discrimination in Albania” and “Improving the protection of the right to property and facilitating execution of ECtHR judgments in Albania (D-REX III)”, part of the European Union and the Council of Europe’s joint programme “Horizontal Facility for the Western Balkans and Türkiye”, and by the Council of Europe Roma and Travellers Division.
