International conference on the execution by Romania of judgments concerning rights of persons with intellectual and/or psychosocial disabilities

On 24 and 25 April, the Department for the Execution of Judgments took part in the conference “Between Legality and Morality: Justice for Persons with Intellectual and/or Psychosocial Disabilities”.

The conference marked the closing of the project AdaptJust implemented by the Romanian NGO Centre for Legal Resources in partnership with the General Prosecutor’s Office of Romania, and financed with EEA Grants (Iceland, Liechtenstein and Norway). The project aimed at supporting the execution of several judgments of the European Court finding violations of the prohibition of ill-treatment and of the rights to life, to liberty and security, to respect for private life, and to an effective remedy in respect of people placed in psychiatric establishments or in the social care system.

The speakers included public officials, mental health practitioners, academics, civil society representatives as well as journalists who have investigated, documented and reported suspected cases of abuse of people placed in mental health or social care closed facilities.

The discussions focused on the national action plan for the execution of the relevant judgments of the European Court prepared by a stakeholders’ working group, including national human rights institutions and the Centre for Legal Resources, under the co-ordination of a State Councillor in the Prime Minister’s Chancellery.

The action plan has been finalised and is due to be submitted to the Government of Romania for adoption and then to the Committee of Ministers, which will examine the status of execution of the relevant judgments at its Human Rights meeting in June 2024.
