On 15 April, the Department for the Execution of Judgments met with a delegation from the Ministry of Justice of Ukraine to discuss the current state of affairs, progress made and ongoing challenges regarding the execution of cases related to Ukraine’s penitentiary system.
The Head of the Departmentexpressed his appreciation for the Ukrainian authorities’ efforts in executing the European Court’s judgments, particularly under the extremely challenging circumstances of the ongoing aggression by the Russian Federation. He outlined the outstanding measures required to address the structural problems of detention conditions and inter-prisoner violence, as identified in the Court’s relevant judgments. The participants exchanged on the implementation of the Sukachov group of cases (conditions of detention), the Yuriy Illarionovich Shchokin group of cases (inter-prisoner violence), and the Petukhov No. 2 group of cases (irreducibility of life sentences).
The visit of the Ukrainian delegation to the Council of Europe took place within the framework of the Council of Europe project “Towards more humane detention conditions and reduced reoffending in Ukraine (DECOPRIS)”, which forms part of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
