On 12 February, the Department for the Execution of Judgments held a presentation for two delegations from Romania and Norway, respectively, focusing on the supervision of the execution of the European Court’s judgments related to poor conditions of detention.
The delegation from Romania included representatives of the Romanian Prison Administration, notably the General Director of the National Administration of Penitentiaries and a prison regime expert. The delegation from Norway included the Regional Head of Probation from the Norwegian Correctional Service.
The presentation focussed on the Committee of Ministers’ supervision procedure, notably as regards the execution of judgments addressing overcrowding and poor material conditions of detention in Romania (Bragadireanu and Rezmives and Others). Furthermore, best practices from other Member states were presented as well as related cases against other Member states still pending before the Committee of Ministers.
