Annual Thematic Conference: Building the paradigm against impunity of crimes against journalists

The Council of Europe in cooperation with the Luxembourg Minister of Justice and Minister delegate to the Prime Minister for Media and Connectivity are organising an international conference in the framework of the Council of Europe ‘Journalists Matter’ Campaign for the Safety of Journalists.

The conference will take place on 29 April 2025, in Luxembourg City. Organised under the auspices of the Presidency of Luxembourg of the Council of Europe’s Committee of Ministers, this annual thematic event under the Campaign will be held under the theme ‘Building the paradigm against impunity’.

The event will focus on the prosecution ‘pilar’ of the Committee of Ministers’ Recommendation CM/Rec(2016)4 on the protection of journalism and safety of journalists and other media actors and will tackle the issue of prosecution of crimes against journalists. The conference will be an opportunity to discuss the key importance of an effective investigation and prosecution of crimes against journalists and their safety, but also of the due sanctioning of those responsible, providing appropriate remedies for victims, and taking further actions to prevent and combat impunity. Promising developments as well as related challenges, lessons learnt from practice and ways to enhance domestic and international cooperation in the field will be the subject of dialogue and exchanges between the participants.
