Back Other existing initiatives in Ukraine prior to the Campaign

In 2023, Ukraine witnessed significant progress in press freedom, attaining the 27th position in the annual Press Freedom Index Ranking, marking a notable ascent from its previous standing of 106th place in 2022. This advancement, as reported by the Reporters Without Borders (RSF), represents Ukraine's most favourable ranking since its independence.

In response to these challenges, Ukraine has adopted a multifaceted approach aimed at safeguarding journalists' rights and ensuring their safety in the pursuit of their professional duties. This approach is enshrined in the Information Security Strategy, endorsed by Presidential Decree No. 685/2021, and further delineated in the Action Plan for its implementation, as approved by Cabinet of Ministers Resolution No. 272-r. Among its key provisions are measures aimed at monitoring and upholding journalists' rights, particularly in conflict zones, enhancing legislation on personal data protection, and organising public events to support journalists' professional endeavours.

Additionally, various initiatives have been launched to bolster journalists' safety and resilience. Noteworthy among these is the upcoming photo exhibition titled "Executed Freedom of Speech," curated by the National Union of Journalists of Ukraine, which commemorates the sacrifices of journalists amidst the conflict. Furthermore, efforts to promote gender equality and combat gender-based violence in media coverage have been intensified through collaborative endeavours with civil society organisations and international partners.

Moreover, Ukraine has actively engaged in capacity-building initiatives and expert consultations to fortify journalists' safety, such as the practical online seminar on exploring additional funding sources for regional media and the preparation of technical papers on defining journalism within international standards. Furthermore, consultations with the Ministry of Defence are underway to develop methodological recommendations for ensuring journalists' safety in conflict zones, with recent legislative amendments facilitating journalists' access to such areas.

Crucially, a series of high-level discussions and forums have been convened to address pressing issues concerning journalists' safety and media resilience, underscoring Ukraine's commitment to upholding freedom of expression and media freedom.

Through these concerted efforts and ongoing collaborations with national and international stakeholders, Ukraine remains steadfast in its commitment to safeguarding journalists' rights and promoting a free and vibrant media landscape. The Coordination Committee for the implementation of the Council of Europe's "Journalists Matter" campaign will continue to spearhead these efforts, ensuring the effective realisation of its Action Plan in the face of evolving challenges.


Guidelines on responsible use of AI in the News Media in Ukraine

These guidelines are part of Ukraine’s artificial intelligence (AI) regulation roadmap. AI systems can be useful at various stages of the news media operations, from data collection and analysis to content creation, news distribution and audience interaction. 

The Guidelines aim to implement the Guidelines on the responsible implementation of artificial intelligence systems in journalism adopted by the Council of Europe's Steering Committee on Media and Information Society and disseminate relevant international practices, principles and approaches to the responsible use of AI systems in news media to respect human rights and professional ethical standards.
