Within the framework of the joint “Support Independent Bodies in Tunisia (PAII-T)” project, co-financed by the European Union and the Council of Europe and implemented by the latter, the Council of Europe accompanies the establishment of independent bodies in Tunisia provided for by the 2014 constitution as well as other independent non-constitutional bodies in order to provide them with the technical, financial and logistical support necessary to carry out their mandates and statutory duties in full independence.
One component of the project focuses on supporting the National Authority for Access to Information (INAI) in the effective implementation of the right of access to information in Tunisia.
After the realization of an in-depth study mission by a company expert in the field, the Council of Europe wishes to call upon an IT development company specialized in the development of information systems to strengthen the IT infrastructure (the software part) of the INAI Data Center.
Specifically, the Council of Europe wishes to:
(i) the acquisition of IT solutions including appropriate "application or software solutions"; and
(ii) the provision of intellectual services for the staff in charge of the administration of the data center within the Access to Information Authority (INAI) to enable the effective operation of the Authority.
The mission should be carried out in close coordination with INAI and under the supervision of the Council of Europe. INAI, as the final beneficiary, will have the ownership of the IT solutions transferred to it by the Council of Europe, in accordance with the modalities described in section C of the Terms of Engagement. The minimum requirements for the services to be provided are defined in the tender documents and the price table with technical specifications (Appendix I).
The expected deliverables are described in the Price Schedule (Appendix I).
