Back Spain adopts a Democracy Action Plan

The Spanish Government approved the Democracy Action Plan in September 2024 which also includes the transposition into national legislation of the European Media Freedom Act (Regulation [EU] 2024/1083 of the European Parliament and of the Council of 11 April 2024). It establishes a common framework for media services in the internal market (and amending Directive 2010/13/EU), proposing measures that deepen both transparency and independence of the media, as well as freedom of expression of journalists. The DAP urges various government measures and legislative reforms that would allow for the disclosure of the ownership structures of the media and the advertising investment they receive to make the allocation of institutional advertising to the different media more transparent and proportional, to set limits to such institutional advertising in order not to favour the emergence of media dependent on the Public Administration and to avoid the concentration of media in the hands of a few owners. The Spanish Government has begun to address a concern that also affects the rights of journalists, which is the fight against disinformation. The DAP provides for the approval of a National Strategy to combat disinformation campaigns (a task for the Department of National Security and the Ministry of the Presidency, Justice and Relations with the Parliament) and the creation of a new commission on disinformation in the Parliament.

Several points of contact with the media have been established within the State Security Forces and Corps (FCSE). For the National Police, there is the Communication Office, at a national level, and the Territorial Communication Offices. For the Civil Guard, there is the Information and Social Relations Office, at a central level, and the Offices Communications Peripherals. These contact points are free and easily accessible for journalists.
