The MSI-AI held its third meeting in hybrid format on 25-26 March 2025, in the premises of the Council of Europe in Paris. Under the authority of the Committee of Ministers, and of the Steering Committee on Media and Information Society (CDMSI), the MSI-AI is instructed to draft a Guidance Note on the implications of Generative AI for Freedom of Expression by the end of 2025.
In her welcome address, Ms Artemiza-Tatiana CHISCA, Secretary to the CDMSI and Head of the Freedom of Expression and CDMSI Division of the Council of Europe, noted with appreciation the advancements made in the drafting process of the Guidance Note, emphasised the need to keep the document accessible while addressing complex issues, and to ensure alignment with relevant Council of Europe standard-setting instruments.
The Committee discussed the revised draft Guidance Note section-by-section, took note of the roadmap and agreed on the way forward. The MSI-AI unanimously re-elected by show of hands Mr Andrin EICHIN (Switzerland) as Chair and Ms Katerina MANTZOU (Greece) as Vice-Chair. The fourth meeting of the Expert Committee will be held on 15-16 October 2025, in Strasbourg.
