Due to the ongoing travel restrictions, the first MSI-DIG meeting, scheduled on 16 and 17 March 2020 in Strasbourg, could not take place. Members of the Expert Committee on Freedom of Expression and Digital Technologies convened a first exchange of views via videoconference to discuss their expectations and priority concerns to be addressed in 2020 and 2021. The second MSI-DIG meeting has been provisionally scheduled for 15-16 September 2020 in Strasbourg. Until then, rapporteurs will be preparing first outlines for their upcoming policy advice on two themes of crucial importance in today’s world: a ‘draft recommendation to member States on the impacts of digital technologies on freedom of expression’, and a ‘guidance note on promising content moderation practices’.

The Council of Europe is pleased to announce the full composition of its new Expert Committee on Freedom of Expression and Digital Technologies. This inter-disciplinary group of leading specialists will explore the impacts of digital technologies and AI on freedom of expression. Over the next two years, they will prepare guidance for member States on how best to harness opportunities and address challenges that are vital to our democracies.
