Statement on Freedom of expression and information in times of crisis by the Council of Europe’s Committee of experts on media environment and reform (MSI-REF)
Guidance Note on the Prioritisation of Public Interest Content Online adopted by the Steering Committee for Media and Information Society (CDMSI) at its 20th plenary meeting, 1-3 December 2021
On 23-24 September 2021, the Committee of Experts on Media Environment and Reform (MSI-REF) held its meeting online. Jan Kleijssen, Director of Information Society - Action against Crime Directorate, Directorate General Human Rights and Rule of Law opened the meeting.
The experts and participants held a thorough discussion and finalised the three texts the Expert Committee had been tasked to prepare:
- Draft Recommendation of the Committee of Ministers to member States on principles for media and communication governance (MSI-REF(2020)05)
- Draft Recommendation of the Committee of Ministers to member States on electoral communication and media coverage of election campaigns MSI-REF(2020)06
- Draft Guidance note on the prioritisation of public interest content online MSI-REF(2020)08
The texts of the two draft recommendations were the subject of public consultations held in July and August. The final documents will be made available on this site shortly, after approval by the Expert Committee members.
The public consultation on the draft text of the Committee of Ministers recommendation on principles for media and communication governance was open from 8 July to 10 August 2021.
