Discussions advance on draft Recommendation on accountability for technology-facilitated violence against women and girls

The Council of Europe’s Committee of Experts on combating technology-facilitated violence against women and girls (GEC/PC-eVIO) held its third meeting on 3 to 4 April 2025 in Strasbourg. 

Discussions moved forward on the draft Recommendation on accountability for technology-facilitated violence against women and girls. It is aimed at enhancing legal, institutional and regulatory responses to such violence and fostering an environment of accountability where it is not accepted, not condoned, not ignored. The draft Recommendation will soon be published to benefit from broad public consultation. Independent expert Clare McGlynn highlighted the importance of this work, stating that “the Council of Europe is the one body currently holding the fort and ensuring a human rights response to the advancement of technology”.

The draft Recommendation is expected to be finalised by the end of 2025.

The GEC/PC-eVIO is composed of eight representatives of member States - four designated by the European Committee on Crime Problems (CDPC) and four by the Gender Equality Commission (GEC). They are supported by six independent experts with established expertise in relevant fields and representatives from a range of relevant European institutions.
