The Council of Europe project aims at supporting the efforts of state authorities in preventing and combating violence against women and domestic violence, protecting the victims and prosecuting the perpetrators of violence as well as advancing gender equality.

About the project

The project will provide assistance in delivering the Council of Europe Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention).

Based on the GREVIO (the Group of Experts on Action against Violence against Women and Domestic Violence to the Istanbul Convention) baseline evaluation to Georgia published in November 2022, the project takes an evidence-based approach to support changes in legal, policy and institutional frameworks, to build the capacities of Georgian professionals, authorities, and civil society organisations and to raise awareness on gender equality and the prevention of violence against women. The Council of Europe utilises its previous experience in the country and its unique access to national best practices after over ten years since the entry into force of the Istanbul Convention.

The project is implemented within the Council of Europe Action Plan to Georgia 2024-2027 and it builds on the results of the previous the projects “Promoting an Integrated Approach to End Violence against Women and Enhancing Gender Equality in Georgia” and “Preventing and Combating Violence against Women and Domestic Violence in Georgia”.

Project objectives

 Based on the GREVIO findings and Committee of Parties recommendations, legal and/or policy measures are introduced by the Georgian authorities to deliver on the standards of the Istanbul Convention;

 Special Penitentiary Services, Legal Entity of Public Law the National Agency for Crime Prevention, Execution of Non-custodial Sentences and Probation of the Ministry of Justice implement programs for sex offenders in line with Istanbul Convention Standards;

 Comprehensive victim protection and support services, aligned with Istanbul Convention standards, are effectively and efficiently implemented by relevant state agencies and civil society organisations;

 Investigators and prosecutors improve the quality of and coordination on investigation and prosecution of sexual violence crimes and digital violence against women in order to fight gender inequalities.
