The Council of Europe HELP online course on Property Rights and the European Convention on Human Rights, was launched online for a group of legal professionals from Albania in co-operation with the Albanian Bar Association.
During the launching event, organised with the support of the joint EU and Council of Europe ‘HELP in the Western Balkans’ action, , the participants were welcomed by Ana MEDARSKA LAZOVA, Deputy Head of the Justice and Human Rights Training Division, and Rezarta ABDIU, representative of the Albanian Bar Association.
After highlighting the excellent co-operation between the Justice and Human Rights Training Division of the Council of Europe and the Albanian Bar Association, Jasminka PERUNIČIĆ ALLEN, Senior Project Officer, shared an overview of the Human Rights Education for Legal Professionals (HELP) Programme of the Council of Europe and its online platform that includes a catalogue of 40 courses on human rights, including the specific course on ‘Property Rights and the ECHR’ contextualised for legal professionals from Albania. The course was further presented by Ana MEDARSKA LAZOVA, Deputy Head of the Justice and Human Rights Training Division, and participants were briefly familiarised with the technical aspects of how to join the HELP online platform and the courses available there. Marjana PAPA Senior Project Officer at the Council of Europe office in Tirana, also highlighted the importance of the course and presented the Handbook on Property Rights as well as other tools that might help Albanian legal professionals in their daily-work. Finally, Mirela BOGDANI, tutor of the course, shared with the participants the objectives of the course and the context in which it takes place.
The Council of Europe HELP course on Property Rights and the ECHR offers a comprehensive curriculum which covers in an interactive way the key concepts, the legal framework of the Council of Europe and the EU as well as the case law of the European Court of Human Rights (ECtHR).
The version of the course can also be taken for self-learning in the HELP online platform with the possibility of obtaining an individualized and digital “statement of accomplishment” upon completion.
This HELP course has been translated and adapted in Albanian in the framework of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022".
