The Council of Europe’s activities in higher education contribute to the development of other education policies aiming to ensure a holistic vision of Education from primary to higher education level.

This is the case of the Council of Europe Platform on Ethics, Transparency and Integrity in Education (ETINED).  Recently a Glossary of Terms related to ethics and integrity in education has been published. 

Regarding the Competences for Democratic Culture, the aim is to promote the use of this framework in higher education.

A general guideline will be to reinforce the link between higher education policy and policies developed in other areas by the Council of Europe.
