Back Montenegro joins the Observatory on History Teaching in Europe (OHTE)

Following a year of successful co-operation with OHTE as an Observer State, Montenegro joined the Observatory on History Teaching in Europe as a fully-fledged Member State on 1 March 2025.

We are all aware that teaching history in today's world is a challenge. Rising polarization, misinformation, and misuse of both history and school history to promote division rather than unity presents significant challenges for education around the world. The answer must be cooperation and joint efforts.This is why Montenegro has decided to join OHTE as a full member state as of first March this year and we look forward to contribute to the work of the Observatory

stated Božidarka Krunić, Ambassador Extraordinary and Plenipotentiary Permanent Representative of Montenegro to the Council of Europe in her address during an important exchange of views between the OHTE Governing Board and Alain Berset, Secretary General of the Council of Europe.

Mr Berset replied underlining “the importance of history teaching and the observation of ongoing developments, as well as the need to share views and experiences in order to grow together” emphasising the importance of history teaching in countering democratic backsliding that seems to have not spared a single European country.

It is our belief that the Observatory provides a good opportunity to reinforce co-operation in the field of history education, by facilitating the exchange of information and good practices between member states, in the Council of Europe’s values

stated Anđela Jakšić-Stojanović, Minister of Education, Science and Innovation of Montenegro in her official request for membership to the OHTE.

The importance of enlarging the Observatory’s membership was highlighted on numerous occasions during OHTE’s Annual Conferences. Membership of a greater number of countries in the work of the Observatory will enable a more complete and inspiring picture of the state of history teaching in Europe.

History Education and the Council of Europe

 

The Council of Europe's work on history education is founded on the assumption that understanding the past is essential for building a shared future, for fostering European democracies and for strengthening active democratic citizenship. Our vision and motto is: Teaching History, Grounding Democracy. History teaching that is based on multiperspectivity, historical thinking and on the values of the Council of Europe can enhance students’ critical thinking skills, democratic competences and empathy – all of which are essential for generations of young citizens that value democracy. At the moment, four distinct initiatives complement each other in tackling history education in a comprehensive manner: the intergovernmental project on history education, the Observatory on History Teaching in Europe, the HISTOLAB Joint Project of the European Union and the Council of Europe, and the Remembrance of the Holocaust and Prevention of Crimes against Humanity programme.
