Artificial Intelligence (AI) is transforming our society, profoundly affecting how we live, work, and interact. As AI technology advances, its impact on human rights will continue to grow, offering both opportunities and challenges.

AI systems have the potential to significantly enhance the protection and promotion of human rights, democracy and the rule of law, however, they also pose serious risks, such as discrimination, gender inequality, threats to democratic processes, infringements on human dignity and autonomy, and the misuse of AI by States for repressive purposes, violating international human rights law.

Recognising these dual aspects of AI, the Council of Europe has consistently addressed the ethical and legal implications of digital and AI technologies. The Organisation is dedicated to ensuring that AI development and application align with established human rights standards.

In line with this commitment, the Steering Committee for Human Rights (CDDH) has been invited by the Committee of Ministers to work on this emerging field. The CDDH has therefore established the Drafting Group on Human Rights and Artificial Intelligence (CDDH-IA) that is tasked with drafting a Handbook on Human Rights and artificial intelligence.

The Handbook will be a crucial resource, offering practical guidance on upholding human rights in the era of AI. It will provide clear, actionable information to help navigate the complex intersection of AI and human rights. The CDDH is expected to adopt the Handbook by the end of 2025.
