The CDDH ad hoc negotiation Group (“46+1”) has provisionally agreed on a package of revised instruments for the EU to accede to the European Convention on Human Rights.

At its 18th meeting, from 14 to 17 March 2023, the Group concluded that it had resolved all of the issues that it was currently expected to address. It noted the intention of the EU to resolve internally the outstanding issue concerning acts of the EU in the area of the Common Foreign and Security Policy. On this basis, it adopted its report to the CDDH, containing the package of revised draft accession instruments.

The CDDH will hold an extraordinary meeting on 4 April, at which it is expected to transmit the final report of the 46+1 Group to the Committee of Ministers for information.
