Within the framework of the Greek Chairmanship of the Council of Europe, a Conference of Ministers of Justice gathered together the Ministers of Justice of the 47 member States of the Council of Europe. It was opened by:
- Mr. Konstantinos Tsiaras, Minister of Justice of Greece
- Ms Marija Pejčinović Burić, the Secretary General of the Council of Europe
- Mr. Didier Reynders, Commissioner for Justice, European Commission
- Mr. Rik Daems, President of the Parliamentary Assembly of the Council of Europe
- Mr. Róbert Ragnar Spano, President of the European Court of Human Rights
- Mr. Ramin Gurbanov, President of the European Commission for the Efficiency of Justice (CEPEJ)
- Ms Nina Betetto, President of the Consultative Council of European Judges (CCJE)
- Mr. Gianni Buquicchio, President of the Venice Commission
