Back Entry into force of the Protocol No.16 to the European Convention of Human Rights

On the occasion of the High Level Conference on the reform of the European Convention of Human Rights system (11-13 avril, Copenhague), in the presence of Thorbjørn Jagland, Secretary General of the Council of Europe, Ms Nicole BELLOUBET, French Minister of Justice, deposited the instrument of ratification of the Protocol No.16 (#CETS214) to the Convention for the Protection of Human Rights and Fundamental Freedoms (#ETS005).

With this ratification by France today, the Protocol No.16 (#CETS214) will enter into force on the 1st of August 2018 in Albania, Armenia, Estonia, Finland, France, Georgia, Lithuania, San Marino, Slovenia and Ukraine.

The Protocol No. 16 allows the highest courts and tribunals of a High Contracting Party, as specified by the latter, to request the European Court of Human Rights to give advisory opinions on questions of principle relating to the interpretation or application of the rights and freedoms defined in the Convention or the protocols thereto.
