Back Mental health monitoring in different environments of deprivation of liberty

Inspired by experiences and expertise from NPMs and CSOs in the region, the sixth regional meeting for NPMs and CSOs  helped identify challenges and good practices in relation to the monitoring of mental health in different environments of deprivation of liberty.

Building on several years of successful regional (OSCE region) meetings for National Preventive Mechanisms (NPM) and Civil Society Organisations (CSO), the EU/Council of Europe joint project “Support to Council of Europe for EU network of prison monitoring bodies” (European NPM Forum), the Association for the Prevention of Torture, the Danish Parliamentary Ombudsman, and the OSCE Office of Democratic Institutions and Human Rights (ODIHR) cooperated to jointly host this event on 9-10 November 2023, in Copenhagen, Denmark.

The event provided a platform to explore the risk factors and situations which contribute to ill-treatment of persons with mental health conditions in detention and ways to address them. It also allowed to examine standards, monitoring practices and NPM strategies to address challenges related to mental health across different detention contexts, and enable interaction between NPMs, CSOs and experts to share and identify good practices and reinforce cooperation. As a result, it is expected that NPMs will be better positioned to make use of their reporting and recommendation powers to bring about real change in their respective jurisdictions.
