The directorate has overall responsibility for the development and implementation of the human rights and rule of law standards of the Council of Europe, including the promotion of democracy through law, the operation of relevant treaties and related monitoring mechanisms and the development and implementation of cooperation activities in these fields.

Events
Sports Ministers gather in Porto to discuss the role of sport in our societies
The 18th Council of Europe Conference of Ministers responsible for Sport will focus on “Collaborative governing and good governance in sport”. Organised by the Enlarged Partial Agreement on Sport (EPAS) in co-operation with the Ministry of Parliamentary Affairs and the Portuguese Institute of Sport and Youth, it will bring together representatives from over 40 countries as well as representatives of the member organisations of the EPAS Consultative Committee.
This event will provide a platform for ministers from all over Europe and beyond to develop strategies for more collaborative governing and better governance in sport, ultimately leading to more active, respectful, caring and inclusive societies.
On 9 October, (9-10 am, open to press) the conference will be opened by Deputy Secretary General of the Council of Europe Bjørn Berge, Portuguese Minister for Parliamentary Affairs responsible for Sport Pedro Duarte and Chairperson of the Parliamentary Assembly’s Committee on Culture, Science, Education and Media Linda Hofstad Helleland. Press points are scheduled at 10-10.20 am and 4.30-4.45 pm local time.
On 10 October (9.30 am-1 pm), two sessions on leadership through gender equality in sport and dual career will be held. Council of Europe Director General for Human Rights and the Rule of Law Gianluca Esposito, and the Rule of Law and Portuguese Secretary of State for Sport Pedro Dias will open the first sessions. A press point will be held after the first session between 11-11.20 am.
On 8 October, (9 am-12.30 pm, open to press) prior to the conference, President of FC Porto André Villas Boas will deliver an opening statement at an event marking the 10th Anniversary of the Council of Europe Convention on the Manipulation of Sports Competitions (Macolin Convention).
