To support the Albanian Ministry of Justice in the process of the implementation of the recommendations provided by the European Court of Human Rights, the joint EU and Council of Europe action “Supporting enforcement of the judicial decisions and facilitating the execution of ECtHR judgements in Albania” is facilitating a consultation process for the Ministry of Justice. The meeting gathered in Tirana senior legal experts, high-level officials from key Albanian institutions in the field of the right to property and the enforcement of European Court of Human Rights (ECtHR) judgements such as the State Advocate and the Agency for Treatment of Property.
The discussions come in the framework of the ongoing public consultations for the draft law to supplement the law no. 133/2015 "On the treatment of property and the completion of the process of property compensation". The proposed amendments aim at regulating the legal framework in accordance with the requirements of the Court concerning the decision "Beshiri vs. Albania" and in line with the Article 1 of Protocol 1 of the European Convention on Human Rights.
The meeting provided concrete recommendations for the improvement of the draft, aiming to complete the process of treatment and compensation of property within the legal deadlines and compliance with international obligations.
This activity was organised in the framework of the Action “Supporting enforcement of the judicial decisions and facilitating the execution of ECtHR judgements in Albania” part of European Union and the Council of Europe joint programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022".
