The Secretary General of the Council of Europe, Marija Pejčinović Burić, has issued a toolkit for governments across Europe on respecting human rights, democracy and the rule of law during the COVID-19 crisis. The Information Document was sent to all 47 Council of Europe member states.

The toolkit was translated into Armenian under the Project “Human rights and Women in the armed forces of Armenia” is implemented by the Council of Europe within the framework of the Council of Europe Action Plan for Armenia 2019-2022 and funded by the United Kingdom. Action Plan level funding is provided by Germany, Ireland, Liechtenstein, Norway and Sweden.
